I'm on buena Vista and around a Paladin commander MAYBE( i haven't played in a while) so i doubt i will be a General(i have 5CH)

Every level or 2 you gain a rank. (sometimes after 3)

you gain points after each level and i think the number of points you get is based on CH x kills and or objectives

Either way, you would have to try pretty hard to not get general by the last level.
