Cause I sure as hell can't.
It looks like someone was in the midst of something custom for Tactics... I don't know wtfx up, though, so if we could get a translation, it'd be appreciated.

Sometimes it feels so fucking strange when you realize that there are so many people in the world, who are chained by monolingualism. I've never been good at languages, but the education system has made sure that I've learned two well and the basics of two more.

Basically: it's a non-commercial game project that's been under construction since 2006. It's some crazy combination of fantasy and WW2 era ze Germans with their funky machine guns.
