Big Guns - definatly. Unfortunatly in fallout 1/2 and even FoT they didn't give big guns the glory they sohuld have deserved.
IMO energy weapons are to be invented to place the ability to do Big Gun type damage - over time, in the hands of any individual. The ability to effect things that are typicially "bulletproof" and eventually kill them in the same way that Big Guns kill them quickly.
Miniguns rock, and they'll do more freaking damage to anything living in alot shorter time than any rifle-sized energy weapon ever will (unless you're talking disrupters, and that's such high tech it's not even funny - well beyond BoS or Enclave tech and only narrowly approached by the alien blaster).
People shouldn't be able to weild miniguns with a calibre over 5.56mm unless either the bullets have less energy (more like pistol bullets), or the fire rate is diminished (like 2000 rounds per minute instead of 3000+).
A .50cal Machinegun is an anti-aircraft weapon. It can take a flying airplane and put it on the ground fairly quickly without a proper landing - it's a super weapon as far as ground battle is concerned, and people shouldn't be able to fire it unless they're phenominal in all of their physical attributes (it's like a D&D elf weilding a Two-Handed sword, a Large weapon and a Small creature just dont mix very well - something else should be at work than simply training).
