Fallout 1 or 2 1/2

I was reading somewhere on the net a couple of months ago, I think it was on that Universal Hint System Site. But I read somewhere about a fallout 2 and a half. It could have been 1 and a half I don't remember. But it was set on a space station and you were a genetically created being that was created to run the space station (possibly recolonize the planet or destroy everyone the enclave considered mutants) in the event the enclave didn't contact the station in time. I know it was real because people had posted reveiws of it. I think they said it was hidden on one of the game CD's possibly Tactics. Does anyone know how to get this?

Its a campaign in the making for FOT by Dolo. Its FO 2 1/2 by the way.

i could be horribly wrong, but... didn't dolo give up and blame killzig'n'proverbius for his failure because they didn't encourage him?
