1.1 gets rid of the mutants attacking towns if you wait too long. Theres no way your going to get rid of the timelimit unless you use some type of mod.

It's amazing what a Google search will turn up. The first link when searching for "fallout 1.1 patch" has a direct download link to the file. Info from PATCH.TXT below.

Here's the patch info:

In addition to fixing many minor script bugs, this patch fixes the
following problems:

- You can no longer get duplicate copies of the same NPC in
your party.

- Armor now correctly adjusts your stats when being moved around
in your inventory.

- Surviving exposure to radiation no longer raises your stats.

- The autorun program will no longer attempt to load while the
game is playing.

And from GameBanshee:
Also, in Fallout version 1.0, you have a secondary time limit of 500 days to beat the entire game, or 400 total if you extend the first quest by 100 days. However, in version 1.1, these two total time limits are removed--another good reason to upgrade. After you find the water chip, you'll have approximately 13 years to finish

At least this one has a reason to be here. He can stay, ExtremeDrinker approves him.

He also hasn't said anything stupid nor spammed the boards with short 4 letter messages, so I suppose in that respect he's pretty ok. Atleast he's polite?

Yeah, there's a patch you can perform on your saved game to get rid of the time limit. Here's how you do it:

1. Go to Necropolis and get the water chip
2. Return the water chip to Vault 13
3. ...
4. Profit!
