A couple of the news posts recently:

... have had other posts first (posts other than the news post itself). My theory is that when people are posting in the Submit News forum, the post is made with X Date. Then others reply to that post in the Submit Forum, and of course their posts have X date as well. However, when the thread is moved into the News Forum, the date of the 1st post is altered to a later date IE: X+1. However, all other posts in the thread have their dates remaining the same. Therefore, as PHPBB sorts the position of posts in threads by date order, the wrong post ends up first.
END OF THEORY.
Solution 1 (really easy): Don't care.
Solution 1 (easy): Disable posting in Submit News forum.
Solution 1 (hard): Fix the code to change the date on all posts (presuming that is the actual error).
