Mod for car running on alcohol?

I've heard that there exists a mod for Fallout 2 that makes the Highwayman run on alcohol instead of electricity. However, I have scoured the mods at Duck and Cover and No Mutants Allowed, and I have seen no such mod. Can anyone confirm the existence of such a mod or have I been had?
