Rape could be an extension of the "pillage" action, if said action still exists in modern civ.

What are the effects of it? Each tile that is raped grants bonus citizen in homecity of unit that starts discontent perhaps?

The game mechanics are still broken after numerous patches. I should just reinstall Civ II.
