Fallout 1 Mods...
does anyone know of any windows based mods to convert the fallout picture files to bitmap? Also, does anyone know how to access these files? I cant seem to find them.

not MOD, but "Viewer", and the best I can think of is GRV, which you can find on www.freelancer.ag.ru, switch to english and go in the FO:T file section. You should find the viewer there (for zar, til and spr files from FO:T), but also supports FRM.
Also, www.hot.ee/fallout has a viewer (didn't check how it worked though). It's the third link in the news page.
