I would try to look in the readme first. But why would you want to do that(Play in windowed, that is)?

Wouldn't that cause a big problem in resolution? I mean, doesn't FO play in like 640X480?

I think that there's a mod that allows you to play in bigger resolutions, go have a look at NMA's file section.
