Audio Distortion

Does anyone know how to go about distorting audio, or what programs would be the best way to get it done?

What I'm trying to do in specific is modify a recorded audio file to make it sound like it's being spoken through a mask-- similar to the filter put on people's voices in FO3 whenever they were wearing Power Armor.

I'm told that Garage Band might be able to do it, but at the same time, I'm not finding useful answers.

Any semi-ok-ish audio software will do this. Or just buy a mask. Or, buy some real world plastic and wires to do the job. Cheap fuck.

as useful as semi-ok-ish is, even to a google search, I still could use product suggestions or any tutorials, if anybody's gone through this before.
