I have saw a map editor for Fallout 2, but it was for windows2000 only so I just wanted to ask that is going to be released to any other other windows like 98 or ME

Well, for now it's a viewer, nto an editor.
And they released a win9x/ME version, but the newer version is for win2000 (or better) again (version 0.95a).
I have XP aso I don't know the requirements, but I think you just need some missing DLLs. You could always look for them on Google or something.
