Actually.... As far as I know..... Russia was/is even more mad then the USA. They actually have an underground Nuclear Weapons Facility that can still pump out Nuclear Weapons even after it's ben hit by a nuke itself. I saw that on 60 minutes once.

I'm fairly certain there'd be a few underground facilities in Russia somewhere.
