Changing the requirements for a perk

Suppose I wanted the 'Bonus Rate of Fire' Perk to be available to Level 6 characters with 10 Agility or the 'Educated' Perk at Level 3 through a MOD.

What file in master.dat should I edit?

Please note: I asked this question on NMA's Fallout 2 Modding Forum. As I still cannot access www.nma-fallout.com, I am posting this question here. :)

It's in the Fallout2.exe. Doable, but hard, quite a bit... In fact it's pretty much over my head personally.
