converting fallout pal to act

I am having problems loading the fallout2 palette in photoshop, whenever I try to load the color.pal into photoshop it does not recognize it as a windows palette; does anyone know how to convert it to ACT format?

I am running photoshop 6.01 on Windows 98SE, any help would be appreciated.

I think the simplest way is to make a screenshot with F12 in Fallout, and then extract the palette from BMP-file.
