What exactly does not work?

Take a look at this page: http://return0.pisem.net/splash/
Splash screens there (courtesy of Iceman345) were converted from JPEG pictures with that pcdemo. And the Fallout displays them perfectly.

Make sure your pictures are 640x480, their names are splash#.rix (where # - sequential numbers), and you've placed them into Fallout_Install_Directory\data\art\splash\

At first i had the problem where it said "cannot create (null)"

But type: < RIX2BMP.exe FILENAME.RIX YOURFILENAME.bmp >

Hope this helps :D

Chill out, man! :)
Have you made RIXes, or not? If you have, then the tool does work :)

What is the size of your RIX-files? It should be 307978 bytes.

The are only two, may be three things left to suggest.

1. Check master_patches line in fallout.cfg. All the custom files need to be stored below the folder specified in that parameter.

2. Reinstall the Fallout completely (I would propose to reinstall the Windows before ;)

3. Provide the remote access to your computer, and let someone fix everything.

Hey, people! Are you there?
Any ideas?

Haha, no, we have no idea as they guy is too sparse when explaining what he's trying to do...

"It does not work" doesn't help us help him...

1) Where did you install Fallout
2) Where did you put the RIX files
3) How many RIX files did you provide? If you just change one the game can still use the old ones from master.dat - and what's the number of the files you're using?

Random ideas to help troubleshoot:
- paste us a copy of your .INI just in case...
- Provide us a link to the RIX file so we make sure it works?
