I don't necessarily think so. Other countries had their part in the 1950s vision of the future. I'm pretty sure a game set in a retro Soviet Union with futuristic socialist realism all around would still be pretty Fallouty, although I wouldn't necessarily want it in the main Fallout series.

I think he's just a generic NCR soldier, just like the power armored guy in the FO3 teaser/intro was a generic BoS paladin. This is just meant to show that the NCR is involved as a military force, you're reading too much into it.
