Custom campaigns, here I come!

I'm currently playing Bioshock 2 Minerva's Den, Resident Evil 5, and the Marathon Trilogy.

I've heard for the longest time that there is a utility that lets you create your own squad in the Campaign. I've been looking for quite awhile now and have not been able to find it. Does it really exist, or am I mistaking it for something else?
