I'd go with SimCity 4 too. SimCity Societies was shite. CityLife might be worth checking out too. I'd avoid Tycoon City New York, get's real old real quick. I've been playing SimCity 4 non-stop since 2004.

Bioshock 2 was shit. Infinite will have some credit in that it's being made by the guys that made Bioshock [for better or for worse].
